I have only elementary knowledge of English and want to study MBA/Engg in Europe.?

I have only elementary knowledge of English, no fluency, cant express properly in English. I have a diploma in Instrumentation Technology and working in a cement plant for about 7 years. I want to go for and MBA or BE/MS in Engineering in europe or usa. How to go about it?
