Is Mailing Eye-Gles Illegal in Florida?

I usually order my eye-gles online, just because it's so much cheaper that way, but I was told today (at a place that sells eye-gles) that it's illegal to mail eye-gles in the state of Florida. He said that only licensed obstetricians can dispense eye-gles, and only in person, never by mail. I know that we can receive contact lenses by mail legally. I searched for laws on this, but didn't find anything. Has anyone else heard this? Does anyone have a link to an actual law regarding this?
