Is there any justice??? my close friend in tatter's don't know where to turn please help!!!?

my dear friend left her violent husband of 20+ yrs on nov2007 with great courage. With months of torment, losing her job (of 15 yrs), losing 3 stone, she finally got an harment order for 3 yrs to stay away, cut a long story short when she left him she rang the council to take her name off the tennancy learning her name were'nt on it anyway,in april2009 she had a phone call off the local council stating she owed them back rent and council tax for the period they were claiming (she's always worked and knew nothing of this until now) he's declared himself bankrupt and now she is liable??? although she never had a bank account sole or joint (where the benefits where paid )and her name wer'nt on the tennancy so if he has commited fraud WHY SHOULD SHE PAY!!! she's been to a solicitor but they say she was living there so she's responsible. but they will deduct nov07-april09 as she then moved out please help.. thank u for taking the time to read this i can't see her rock bottom again T X
